Mine froze at 2. Hey guys, I fixed this issue by cut and paste. Moved the destiny 2 folder in and out and restarted the install, it prompted me to choose the same location I had previously I just made sure I moved the folder back so when i hit install it started where it had left off.
Hopes this helps. Any luck. The same is happening to me. I am stuck on initializing. Uninstall the game thru the setting and restart the DL, don't pause it. Same thing happening here. Where its getting me is that after a while it will say "Whoops Looks like something broke", then it lets me try again, only to get the same result.
